Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the current period. By day, political struggles are fought: optimistic declarations are issued from different nations. Significant resources is devoted on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from across the border, a ability afforded by timely intelligence. From witness perspectives, defense planes that had been deployed to engage hostile aerial threats roared overhead – sophisticated military planes supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely provided by allied countries. Every firing creates sudden vibrations, causing tremors. The instant of fear quickly becomes sober acceptance: possibly the incoming missile won't strike its target this time, sparing the city from ruin and another blackout.
Persistent Threats
Not long after, a automatic firearm engaged a drone close by, part of a mobile-fire group – most likely imported technology. Sadly, the bullets missed the hostile drone – it maintained course toward its objective.
Periodically, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a reliance that European nations are clearly incapable to substitute in the near term.
Unsuccessful Negotiations
The detailed framework from Washington generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new initiative from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington functions according to a premise understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is impossible to pressure the Kremlin to surrender the land that it already controls in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not change more in its favour in the months ahead.
Opposing Positions
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but avoiding a complete military breakdown until situations evolve in its benefit.
Existing Situation
Factually, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a only one week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.
While new initiatives based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
